81st Texas Legislative Session: Mental Health Priorities 

 
DSHS Exceptional Items
1.       $88 million DSHS to expand Community MH Services.
Allocated 1/3rd for additional Psychiatric Emergency Centers; 1/3rd Crisis Transitional Services for an intensive post-crisis 90 day package of services; 1/3rd Intensive Ongoing Services. 

 
Texas A & M Crisis Services Redesign Preliminary Evaluation: CSR funds are improving community-based support for people in mental health crisis. The significant growth in mental health crisis services has not been balanced by comparable investment in ongoing routine services which is needed to prevent a crisis-driven mental health system.

 
2.       $53.6 million DSHS (proposed by Texas Council) to maintain current MH services at FY 2000 funding level plus inflation.
3.       $66 million DSHS to expand Substance Abuse Services, increase provider rates, increase treatment capacity, expand prevention services, and expand Medicaid substance abuse benefits ($81 million All Funds).
4.       $2.7 million DSHS to provide stipends for psychiatric residency training programs.
5.       $24 million DSHS Supplemental Appropriation Request to fund FY09 State Hospital operating budget shortfall and maintain 2477 beds.
DSHS Base Budget Item
6.       $26 million DSHS to maintain current Crisis Services. Initially set as an exceptional item, now included in DSHS base budget.
HHSC Exceptional Items [DSHS Related]
7.       $2.7 million in HHSC Waiting List Exceptional Item to expand MH services for 206 children on DSHS waiting list.
8.       HHSC Enterprise request to fund 15% salary increases for direct care nurses and psychiatrist and 10% for non-direct care nurses and physicians.
TCOOMMI Exceptional Item
9.       $12 million TDCJ to expand TCOOMMI Services for mentally ill offenders and create 4 mental health courts. TCOOMMI can serve an additional 800 to 1000 mentally ill offenders with each $5 million in new funds per year.
Texas Department of Juvenile Probation Exceptional Item
10.   $5.2 million for Texas Department of Juvenile Probation to provide inpatient mental health treatment to juveniles who cannot be served in the community due to combination mental illness and conduct by opening a 25 bed facility.
