Senate Bill 1 Section 48: Appropriation for Reshaping the Intelectual and Developmental Disabilities System
During the 81st Legislative session in 2009, the Texas Legislature allocated funds for home and community-based programs for persons with intellectual and developmental disabilites to reduce the disporportionately long waiting list for services, expand waiver-related community servides slots and provide specific direction related to reshaping the system of care for person with developmental disabilities.
The appropriation is contingent upon the following:
- Reduction of the number of State Supported Living Center (SSLC) residents throught census management, not closure.
- Identification of SSLC residents through the community living options information process (CLOIP) who could move into the community program.
- Transfer of the case management function from home care service (HCS) providers to local Mental Retardation Authorities (MRAs).
- Texas Health and Human Services Commission (HHSC) and Department of Aging and Disabilities Services (DADS) joint study and plan to implement a capitated of non-capitated pilot to serve persons with IDD, including managed care models employed by other states.
